There is no requirement that your fanwork feature all the characters that your recipient requested. It's fine to have a subset, provided you take into account any preferences your recipient expressed. For example, if your recipient mentioned that they especially like romantic Zhao Yunlan/Shen Wei, but also listed "The SID" in their character list, writing a story that only focused on Guo Changcheng/Chu Shuzhi wouldn't really be within the spirit of their request (and we've tried to avoid mismatches of interest like this).
If you're really concerned, please reach out to us privately with your idea and we can either take a look at your recipient's requests and see if we think it fits them, or even contact your recipient as mods and ask in a general way, "Is this all right with you? Would you be disappointed with this?"
